Allen from 1954 when their office was located on Illinois Street in Dallas, Texas and continued through September 1959 after the Allen Revivals moved their international offices to Miracle Valley, Arizona.

(Pictured above is Dr. Harter & Evangelist Jimmy Swaggart) Friends, I am not a rebel.  I always do my best to obey the laws of our land.  The Lord has been good to me.  I am not boasting, however, I do feel that I need to present some things to you regarding myself. I was honored in 1977 by being listed in "Who's Who In Religion" In 1980, I was once again honored by being listed in "Outstanding Young Men of America" In 1984, Dana G. Rinehart, Mayor of the City of Columbus, Ohio proclaimed September 28, 1984 as ROSE HILL ROAD CHURCH OF GOD DAY, a church where I served as pastor for many years. Likewise in 1984, I was recognized by The Ohio House of Representatives and I quote from a special document they presented to me, "Under the capable leadership of the Reverend Melvin E. Harter, the church will undoubtedly continue to grow in spirit and in stature, and will assume an even more dynamic role as a spritual focal point in the Reynodsburg area." I have an earned doctoral degree and have served as a professor in two major colleges. Please, do not misunderstand me.  I am not boasting in myself and my own accomplishments.  Anything that I have done, has been brought about by Jesus Christ.  I give all the glory and honor to Him who has saved me and redeemed me from my sins and whom I call Lord & Saviour.  His name is JESUS CHRIST! Now think for a moment.  "Does a wild, reckless, crazy man who flagantly violates the law of the land receive these type of awards from various political officials such as a Mayor of the capital city in the State of Ohio?"  "Does he receive recognition from a government body such as The Ohio House of Representative?"  Not at all!  The reason is simply that I am standing for Jesus Christ, His righteousness and the Church. Friend, I know enough to say there is no law or regulation in any governmental part of America that can restrict or limit a church, any religious group or institution from following the Lord Jesus Christ and promoting the Christian faith to as many people as it can possibly reach. For any branch of our government, including county regulations as interpreted by its Zoning Director, to do otherwise is totally against our RELIGIOUS FREEDOM here in our great nation, the United States of America. Our parents, grandparents, and forefathers have fought and given their lives for our RELIGIOUS FREEDOM.  We cannot allow certain ungodly men to STEAL these rights away from us. Now I recognize that nobody wants to really get involved in issues, especially ones that are legal.  However, if we fail to get involved, then who is next in line?  YOU?  You may think that everything will be okay with your situation, however, you must wake up and realize there is a move on, and I believe it is especially true in the western part of our nation, to destroy the Church and its influence.  This battle is between good and evil, God and the Devil.  There is no in between. Like Elijah of old, "How long halt ye between two opinions?"  And like so many people today, "And they answered him not a word." Please don't be like God's people as they stood on Mount Carmel.  Instead, get involved and become like Caleb of old, "Give me this mountain!" (Fox News truck arrived at Miracle Valley to film Sean Hannity for the news program, Hannity and Colmes) Since my arrival in 1999, it has been difficult working with the Cochise County Planning & Zoning Department and its Director, James Vlahovich. This seems to be the only department we have had difficulty with in Cochise County. When I first arrived at Miracle Valley, a question was posed to me inquiring, "What are you going to name this place?" I contemplated for a moment and remembered what the Lord had spoken to me, "Go down to Miracle Valley and build My Bible College."  I thought, "if the Lord called it Miracle Valley, then that is what I shall call it."  It seems that is when my troubles began. I will say that I have discovered there are people who are doing everything they can to do away with the name Miracle Valley. For example, Miracle Valley is no longer listed on maps. Many local people and nearly all the local newspapers like to refer Miracle Valley to a gun fight that occurred in the Miracle Valley sub-division in 1982. However, they are unable to completely do away with the name "Miracle Valley" because Rev. A. A. Allen and the Independent Development Company had the name "Miracle Valley" put into the plat maps of the housing development across the highway from Miracle Valley Bible College. But not everybody is against Miracle Valley. There are many, many people who love Miracle Valley and what it represents. They speak of Miracle Valley being a very sacred place and they testify of the mighty things that God has done on this property . There are many people who are in their 80s who declare they are waiting on the fulfillment of Rev. A. A. Allen's last prophecy regarding the restoration of Miracle Valley in the last days just prior to the coming of Jesus Christ. The following is a general overview as I see it regarding our latest issues with the Cochise County Planning Zoning Department, and in particular with its Director, James Vlahovich. I trust you will read this information with an open mind and that you will remember us in prayer. We desire to be led by the Holy Ghost and not to bring any reproach upon our Lord Jesus Christ. However, neither can we sit back and allow devils to hinder and perhaps even stop God's work, at least not under our administration. Like the old song of long ago, "Stand Up, Stand Up for Jesus! Ye soldiers of the cross." Please do not misunderstand me. I am not calling Mr. James Vlahovich a devil, but I will say that some people are used by the devil and all the while, they may not even realize it. Miracle Valley Response to recent allegations from James Vlahovich, Director Cochise County Planning & Zoning Department Bisbee, Arizona  USA     GREAT NEWS!!! Mr. Vlahovich is no longer the Director of the Cochise County Planning & Zoning Department.  The new director is Judy Anderson.      Also, the DOJ from Washington D.C.  telephoned Miracle Valley today (6/28/06) and informed Dr. Harter that they still have the Miracle Valley case UNDER REVIEW.    Click the Update link to read more     UPDATE
